Locking of the staircase door linking the arrival and departure halls of Lo Wu Station
 
Owing to security issues at the Lo Wu checkpoint and taking into account the needs of Lo Wu villagers, the Lo Wu Management Committee has decided to lock the door to the staircase linking the arrival and departure halls of Lo Wu Station today and to strictly enforce the rule that the staircase should only be used by Lo Wu villagers or those who hold valid Closed Area Permits. The Kowloon-Canton Railway Corporation (KCRC) has also taken steps to implement the Committee’s decision starting from today.
The Lo Wu Management Committee is composed of representatives of the Customs and Excise Department, the Immigration Department, the Hong Kong Police Force and KCRC.
The staircase is within the Closed Area and should only be used by those who hold valid permits.
The staircase was often used by non-villagers who did not hold valid Closed Area Permits to transport goods. Apart from having security implications, the transporting of goods also posed a safety hazard to other staircase users.
The Lo Wu Management Committee has earlier consulted relevant Rural Committee chairmen, District Council members and a number of Lo Wu Village Representatives and they have agreed to the arrangement. KCRC has put up notices at the staircase since last week informing the public about the locking of the door today.
Since some members of the public expressed concerns against the new arrangement today, representatives of KCRC, the Hong Kong Police Force and the Immigration Department met with them today to listen to their views. The Lo Wu Management Committee will meet again tomorrow to discuss their concerns and make known its decision to them later tomorrow.
As an interim measure, those who do not hold valid permits have to make a registration before using the staircase tomorrow.
