Only authorised persons have the right to use the staircase linking the arrival and departure halls of Lo Wu Station
 
The Lo Wu Management Committee today announced that for security reasons and taking into account the needs of Lo Wu villagers, the rule that only Lo Wu villagers and those who hold valid Closed Area Permits are allowed to use the staircase linking the arrival and departure halls of Lo Wu Station should be strictly enforced.
The Lo Wu Management Committee is composed of representatives of the Hong Kong Police Force, the Immigration Department, the Customs and Excise Department, and the Kowloon-Canton Railway Corporation (KCRC).
The staircase, which links up the arrival and departure halls of Lo Wu Station, is within the Closed Area and should be used only by those with valid permits.
Non-villagers have been using the staircase as a passage to transport goods and that they do not hold valid Closed Area Permits. Apart from having security implications, the transportation of goods also poses a safety hazard to other staircase users.
The Lo Wu Management Committee understands that some members of the public may not be aware of the new arrangement. Therefore, as an interim measure, from tomorrow (19 November) until 30 November, those who do not have a valid Closed Area Permit can use the staircase once but have to make a registration beforehand. Starting from 1 December, KCRC will strictly enforce the rule of allowing only those with valid permits to use the staircase.
KCRC General Manager, East Rail Operations Mr Anthony Yan said, "The Corporation has an obligation to carry out the Lo Wu Management Committee’s decision to ensure its station facilities including the staircase are properly managed."
KCRC has earlier put up notices at the staircase informing the public that it should be used only by those with valid permits.
Representatives of KCRC and other government departments have earlier consulted relevant Rural Committee chairmen, District Council members and a number of Lo Wu Village Representatives, and they have agreed to the new arrangement..
